56 Mr. Browne (Carlow-Kilkenny) asked the Minister for Finance if the proposed reform of the PRSI employee payments in the Review of the Programme for Government envisages the extension of employee PRSI at 6 per cent to all public servants; and if he will make a statement on the matter.

77 Mr. J. Mitchell asked the Minister for Finance if the proposed restructuring of employee PRSI to consolidate it into a simple main rate of close to 6 per cent as stated in the Review of the Programme for Government 1989-1993, paragraph 7, page 5 will involve the elimination of the health and employment levies; if the commitment in the same paragraph of the review to more progressive employee PRSI codes will involve the elimination of income ceilings; and if he will make a statement on the matter.

I intend to take Questions Nos. 56 and 77 together.

The commitment in theReview of the Programme for Government refers to the restructuring of the main PRSI employees rate only. This relates to those employees currently paying a combined rate of PRSI, including levies, amounting to 7.75 per cent.
In relation to the proposed new rate of "close to 6 per cent" it is intended to retain the component elements of the current rate, that is, the health contribution, employment training levy and the social insurance contribution. The question as to how the rate reduction is to be funded, including the question of the income ceiling, will be a matter for consideration in a budgetary context. In addition, any consequential or other changes in the structure of the social insurance contribution system are a matter for my colleague, the Minister for Social Welfare, in the first instance and for Government consideration in the budgetary context.
