Written Answers. - Public Sector Appointments for Non-Nationals.

Question:

88 Mr. McCartan asked the Minister for Finance if he has carried out any review of legislation to allow access to certain posts in the public sector for nationals of third countries, in accordance with recommendation 53 of the Report by the European Parliament on Racism and Xenophobia (1990); and if he will make a statement on the matter.

My direct responsibility for recruitment relates only to the Civil Service and there is no legislative barier to the employment of nationals of third countries in the Civil Service. The Civil Service Commissioners Act, 1956, provides that the commissioners may make regulations confining the candidature for certain competitions to citizens of Ireland. I am satisfied that, in practice, such provision is only made in competitions for posts which participate in the exercise of public authority.
