Dáil Éireann debate -
Thursday, 28 Nov 1991

Vol. 413 No. 7

Order of Business.

It is proposed to take No. 10. It is also proposed that the Dáil shall meet tomorrow at 10.30 a.m. and shall adjourn not later than 4 p.m. It is further proposed that notwithstanding anything in Standing Orders, the following arrangements shall apply in the case of No. 10: (1) the speech of the main spokesperson for each of the groups, as defined in Standing Order 89, shall not exceed 45 minutes; (2) the speech of each other Member called on, shall not exceed 20 minutes; (3) the Minister for Foreign Affairs shall be called on not later than 3.30 p.m. tomorrow to conclude the debate and the proceedings shall be brought to a conclusion at 4 p.m. and any divisions demanded on No. 10 shall be postponed until 6.45 p.m. on Wednesday next.

Are the proposals for dealing with tomorrow's sitting satisfactory? Agreed. Are the proposals for dealing with No. 10 agreed?

We are prepared to agree because an inadequate debate on this subject is better than no debate at all? A debate which is so time limited that there are only eight speaking opportunities for a party of 55 Deputies is inadequate and I hope that opportunities will be made for all our Deputies who wish to contribute to do so on an early occasion.
