Question:

158 Mr. Quinn asked the Minister for Agriculture and Food if he will outline (a) the amount of moneys from the EC Structural Funds which have been spent under the aegis of his Department in (1) 1988 (2) 1989 and (3) 1990 and (b) the amount of matching funds which were spent by his Department for each year; if he will list the projects which were funded by such funds; if he will further outline the amount of funds which have been committed for 1991; and if he will make a statement on the matter.

The following amounts were received from the FEOGA Guidance Fund by way of contribution towards measures being implemented by my Department

These moneys are used to finance EC horizontal measures such as headage payments, farm investment aid schemes and installation aid scheme for young farmers, environmentally sensitive areas scheme, as well as since 1989 the operational programmes for the Control of Farmyard Pollution and Rural Development.
The amounts provided in my Department's Vote in respect of measures of this nature in the years mentioned are as follows:

Since the arrangements for paying over EC funds vary from measure to measure (i.e. advances/recoupment) the amounts shown for national contribution are not strictly relatable to the receipts shown on a year-to-year basis.
In addition to the amounts shown, the following amounts were received from FEOGA Guidance by way of contribution towards marketing and processing projects. Up to 1990, these grants were paid directly to project promoters but under the new arrangements which came into operation on 1-1-1991, the money is channelled through the Department under an operational programme.
