The items on the agenda for the Social Affairs Council on 3 December 1991 were as follows: a draft Directive on safety signs; a draft Directive on the organisation of working time; a draft Directive on European Works Councils; two draft regulations on social security for migrant workers; a draft recommendation on child care; a draft recommendation on sufficient resources for social security systems; a draft declaration on the dignity of women and men at work, and the final report on the second European poverty programme.
The draft Directive on safety signs aims to improve safety signs systems in the workplace. Ireland supported this proposal and the Council adopted a common position on the item.
The Council had a constructive discussion on the draft Directive on the organisation of working time. I have already spoken on this item in detail in reply to earlier questions.
