Question:

121 Mr. R. Bruton asked the Minister for the Environment whether he has considered arranging postal votes for persons with a disability; whether he plans to have such rules in force for the next general election; and if he has satisfied himself that the present system of the certification of persons with a disability for voting purposes respects the privacy and dignity of persons.

I have no proposals for the extention of postal voting. Physically disabled electors may register as special voters and vote at their homes. Under the Electoral (Amendment) (No. 2) Bill, 1991 (at present before the Seanad) the requirement that an applicant for entry in the special voters list be certified to be of sound mind and the requirement for an annual medical certificate would be removed.
