Written Answers. - Cambodian Ceasefire.

Question:

147 Mrs. Owen asked the Minister for Foreign Affairs if he will give a report on how the ceasefire in Cambodia is holding up; and whether he has any reports of breaches in the ceasefire arrangements.

The reports received in my Department indicate that since the signing of the Paris Agreements in October the ceasefire has been generally respected. I am aware, however, that there have been some violations, such as the clashes which have occurred between government and factional forces in Kompong Thom province in January 1992. Despite these incidents, and the resulting loss of life and displacement of civilians, implementation of the Paris Agreements does not appear to be under serious threat. However, to underline the importance of full respect of the agreements, a team from UNAMIC (UN Advance Mission in Cambodia) has been sent to Kompong Thom province by the UN Secretary-General's special representative.

The Government urge most strongly all the Cambodian parties to respect fully the ceasefire agreement. The holding of UN supervised free and fair elections, upon which the hopes of the long-suffering people, of Cambodia are based, requires that all the elements of the comprehensive political settlement, including the ceasefire provisions, be respected and implemented in full.
