89 Mr. Ryan asked the Minister for Defence if he will promote all officers of the Second Line Reserve who have completed 25 years in the force to the rank of captain or equivalent Naval rank and those with 35 years service to the rank of commandant or equivalent Naval rank as a mark of appreciation for services rendered to the State; and if he will make a statement on the matter.
Under existing Defence Force regulations officers of the Second Line Reserve in the rank of lieutenant may be promoted to captain on a fixed term basis on completing 15 years satisfactory service as an officer. Promotions to commandant rank are made to fill vacancies in establishments. There are no plans at present to amend these regulations.
90 Mr. Ryan asked the Minister for Defence if he will outline the practice in promoting officers in the Second Line Reserve from lieutenant to captain with particular reference to (a) corps units, (b) the infantry and (c) the practice in each command; and if he will make a statement on the matter.
Subject to the existence of a suitable vacancy, an officer may be promoted from the rank of lieutenant to captain in the Second Line Reserve, provided he fulfils the following requirements: (a) has a minimum of five years service; (b) has been rated satisfactory in each of the preceding five years service; (c) has attended annual training in three of the preceding five years and (d) has been recommended as suitable for promotion by the officers commanding his unit, brigade and command.
In addition, an officer in the rank of lieutenant, who has completed 15 years satisfactory service as an officer and for whom no suitable vacancy exists, may, on the recommendation of the military authorities, be promoted to the rank of captain on a supernumerary basis.
