Enviromental Protection Agency Bill, 1990 [ Seanad ]: Financial Resolution.

I move:

That it is expedient to make provision for the imposition of such charges and the payment of such fees as may be prescribed by regulations made by the Minister for the Environment or by that Minister, subject to the consent of the Minister for Finance and, where so required, the Minister for Industry and Commerce, or as may be imposed by the Environmental Protection Agency in relation to emissions to the environment, the licensing of activities affecting the environment, the operation of schemes and systems in connection with environmental protection and control and the provison of services by the said Agency under any Act of the present session to make further and better provision for the protection of the environment and the control of pollution, to establish an Environmental Protection Agency, for these and other purposes to increase certain existing monetary penalties and to provide for other matters connected with the matters aforesaid.
