Question:

78 Mr. Flanagan asked the Minister for the Environment if he will give details of the proposals which he will be making to the Council of Ministers with a view to devising a new strategy in respect of the environment in order to meet the challenges of the internal market, the changes in Eastern Europe and the reform of the Common Agricultural Policy; if he will outline the proposals that he will be making at the earliest possible opportunity to achieve a fully integrated environmental policy in the Community; and if he will make a statement on the matter.

I intend that Ireland will continue to contribute effectively to the development of EC policy in the areas referred to. The recent publication by the Commission of a draft Fifth Environment Action Programme offers a particular opportunity to review existing Community environment policies and to address new areas. Ireland, along with other member states, will contribute to the detailed evaluation and elaboration of the draft programme.
