Written Answers. - Farmyard Pollution Scheme.

Michael Creed

Question:

163 Mr. Creed asked the Minister for Agriculture and Food if he will review the amount of grant assistance available to a person (details supplied) in County Cork under the control of farmyard pollution scheme.

Grant aid under the investment aid schemes operated by my Department is based on standard national costings which are reviewed annually. The aid in this case has been re-examined and found to be the maximum allowable on the approved work based on these costings.

164 Mrs. T. Ahearn asked the Minister for Agriculture and Food when a land reclamation grant will be paid to a person (details supplied) in County Tipperary.

165 Mr. Deasy asked the Minister for Agriculture and Food the up-to-date position regarding payment of the 1990 and 1991 suckler cow scheme for small scale milk producers to a person (details supplied) in County Waterford in view of the fact that this was sent to Dublin for payment in January-February 1992; and if he will ensure that payment issues immediately.

This applicant has already been paid his grant under the 1990 suckler cow premium scheme for small scale milk producers. His 1991 application is being processed at present and payment will be made shortly.

166 Mr. Deasy asked the Minister for Agriculture and Food the reason for the delay in payment of the 1990 and 1991 suckler cow scheme for small scale milk producers to a person (details supplied) in County Waterford in view of the fact that this was sent to Dublin for payment on 17 and 19 February 1992; and if he will ensure that payments issue immediately.

This person's applications for grants under the 1990 and 1991 suckler cow premium schemes for small scale milk producers are being processed at present and payments will be made shortly.

167 Mr. Leyden asked the Minister for Agriculture and Food if he will pay a special beef premium to a person (details supplied) in County Roscommon.

This applicant's 1991 special beef premimum scheme grant is being processed at present and if found in order payment will issue shortly.

168 Mr. Bradford asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of the 1991 special beef premium; and the amount due to him in respect of this.

This applicant has already been paid his grant amounting to £1,406.00 under the 1991 special beef premium scheme.

169 Mr. Bradford asked the Minister for Agriculture and Food if he will now review the decision to disallow a special beef premium application by a person (details supplied) in County Cork.

This person listed on his application for grants under the 1991 special beef premium scheme three animals on which premium had already been claimed. Under EC regulations governing the scheme my Department have no choice but to disallow him 1991 special beef premium scheme grants and to debar him from the scheme for 12 months.

170 Mr. Connor asked the Minister for Agriculture and Food the reason a 1991 beef scheme grant due to a person (details supplied) in County Roscommon has not been paid; if his Department intend to pay this entitlement; and if so, when.

This applicant has already been paid his grant under the 1991 special beef premium scheme.

171 Mr. Connor asked the Minister for Agriculture and Food the reason a 1991 cow suckler scheme grant due to a person (details supplied) in County Roscommon has not been paid despite numerous requests and representations; if his Department intend to pay this entitlement; and if so, when.

This applicant's 1991 suckler cow premium scheme grant is being processed at present and payment will issue shortly.

Bernard J. Durkan

172 Mr. Durkan asked the Minister for Agriculture and Food if, in view of his reply to Parliamentary Question No. 97 of 12 March 1992, he will outline the present position with regard to payment of suckler and beef premium grants to a person (details supplied) in County Kildare having particular regard to his loss of sight due to glaucoma; if he will further outline whether he is prepared to take this into consideration during investigations into the matter; and if he will make a statement on the matter.

Following investigations this person has been deemed eligible for payment of grants under the 1991 special beef premium scheme. His application under that scheme is being processed and if found in order after a computer check payment will issue shortly.

He has been deemed ineligible for payment of grants under the 1991 suckler cow premium scheme because he applied for grants on 11 ineligible heifers. The applicant's disability could not be accepted as a valid excuse for such a large number of ineligible animals, especially since the applicant described the in-calf heifers as cows and gave dates they had calved despite the fact that they had not calved at all.
