Question:

175 Mr. Quinn asked the Minister for the Environment when he proposes to bring into operation the relevant sections of the Local Government Act, 1991 to enable local authorities to improve the resources for local councillors, and if he will make a statement on the matter.

Section 42 of the Local Government Act, 1991, which enables a local authority to pay an allowance to the chairman in respect of reasonable expenses associated with the office, came into operation on 7 June 1991. Section 51, which relates to expenses of local authority members and representation of local authorities at conferences, will be brought into operation as soon as possible. Possible arrangements under this provision are the subject of consultation with the Association of Municipal Authorities of Ireland and the General Council of County Councils.
