Michael Finucane

Question:

191 Mr. Finucane asked the Minister for Agriculture and Food if he will reconsider his decision to only pay 80 per cent grant to a person (details supplied) in County Limerick as this person was unaware that he should have notified the Department within ten days of an animal being deceased and the penalty is extremely harsh; and if he will make a statement on the matter.

The penalty being imposed in this case is that set out by the EC and I regret my Department have no discretion to alter it. The penalty for not notifying my Department of the death of an animal on which special beef premium had been claimed within ten days of the death was clearly stated in the terms and conditions of the scheme.

192 Mr. Creed asked the Minister for Agriculture and Food when an installation aid grant will be paid to a person (details supplied) in County Cork.

This grant will be paid inside the next two to three weeks.

193 Mr. Sheehan asked the Minister for Agriculture and Food when a person (details supplied) in County Kerry will receive payment of his headage grant.

This person has been asked to supply documentary evidence of lands owned by him. When he does so his application for grants under the 1991 cattle and equines headage and suckler cow premium schemes will be considered further.

195 Mr. Sheehan asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of his cattle headage and beef premium grants.

I propose taking Questions Nos. 194 and 195 together.

This applicant has already been paid the first and second instalments of the 1991 ewe premium. The third and final instalment under this scheme and grants under the 1991 cattle headage scheme are being processed at present and payments will issue shortly.

My Department is unable to trace an application for him under the 1991 special beef premium scheme.

196 Mr. Ellis asked the Minister for Agriculture and Food if his Department will now pay farm modernisation grants due to a person (details supplied) in County Leitrim.

197 Mr. Farrelly asked the Minister for Agriculture and Food when a subsidy will be paid to a person (details supplied) in County Meath; and if he will make a statement on the matter.

This applicant has been paid the first and second instalments under the 1991 ewe premium scheme already. The third and final instalment under that scheme and also his 1991 sheep headage, beef cow and suckler cow premium schemes grants are being processed at present and payments will issue shortly.

He opted to apply for the 1991 special beef premium scheme during the second application period in December 1991 rather than the usual application period of May/June. Payments in respect of applications lodged during the December period have not yet commenced. If his application is in order payment will issue in due course.

198 Mr. Crowley asked the Minister for Agriculture and Food when a farm grant will issue to a person (details supplied) in County Cork.

This grant will be paid inside the next two to three weeks.

199 Mr. Crowley asked the Minister for Agriculture and Food when cattle headage, suckler cow and beef premium grants will issue to a person (details supplied) in County Cork; and the reason for the delay in issuing payment.

This applicant has been paid his 1991 special beef premium scheme grant already. His 1991 beef cow scheme grant and 1990 and 1991 suckler cow premium schemes grants for small-scale milk producers are being processed at present and if found in order payment will issue shortly.

Delay in processing his beef cow scheme application arose because it was necessary to obtain documentation to satisfy my Department that he was in a position to honour his undertaking to continue farming in a disadvantaged area for five years.

200 Mr. Cotter asked the Minister for Agriculture and Food when suckler and beef premium payments will be made to a person (details supplied) in County Monaghan; and if he will make a statement on the matter.

This applicant has already been paid his grant under the 1991 special beef premium scheme. His application for grants under the 1991 suckler cow premium scheme for small-scale milk producers is being processed at present and payment will be made shortly.

201 Mr. Bradford asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will be paid a special beef premium.

This applicant has already been paid his grant under the 1991 special beef premium scheme.

Question:

202 Mr. Allen asked the Minister for Agriculture and Food if he will now reconsider the application made by a person (details supplied) in County Cork for a grant for 50 cattle under the 1990 special beef premium scheme; and if he will sanction payment of the grants for 1990 in view of the recent statements made in Dáil Éireann that payment would be considered in the event of genuine mistakes being made in the processing of the applications.

The person named failed to honour his undertaking to keep all the male animals on which he applied for 1990 EC special beef premium for two months from the date of application or until inspection, whichever was later. Under a concession given by the EC Commission to such applicants in the 1990 scheme payment may be made at 80 per cent of the normal rate on the animals that were actually maintained. The person named will be paid premium shortly on 24 animals at 80 per cent of the normal rate.
