Finance Bill 1992: Order for Committee.

I move:

(1) That, pursuant to Standing Order 94 (2) of the Standing Orders relative to Public Business, the Finance Bill, 1992, shall be referred to a Special Committee.

(2) That the Committee shall consist of fifteen members to be nominated by the Committee of Selection.

(3) That the quorum of the Committee shall be seven.

(4) That the first meeting of the Committee shall be held on Monday, 11th May.

(5) That the proceedings in Special Committee shall be brought to a conclusion in accordance with the following timetable—

and where proceedings have not concluded by the stated time, they shall be brought to a conclusion by one Question, which shall be put from the Chair, and which shall, in relation to amendments, include only amendments set down by the Minister for Finance.

(6) That no Member may claim a division except on a question put as provided for in accordance with Paragraph 5: Provided, however, whenever the Chairman shall have declared the result, in his opinion, of the putting of any question, any Member may have his dissent from such declaration recorded in the official proceedings of the Committee.

(7) That, at the time allocated for the taking of divisions, the door shall be locked and the division taken after the lapse of eight minutes or as soon as all members of the Committee (or duly nominated substitutes as the case may be) are present, whichever is the earlier. Whereupon a division shall be taken by the Clerk to the Committee calling the names of the members. In the event of there being an equality of votes the Question shall be decided in the negative.

(8) That the Committee shall report back to the Dáil not later than Thursday, 14th May.
