Question:

168 Mr. Ryan asked the Minister for the Environment if he will report on the current status of the motorway order in respect of the Northern Cross Route, given that a new environmental impact study has been ordered specifically for the Ballymun area in Dublin 11.

The Motorway Order in respect of the Northern Cross Route Motorway Scheme was approved by the Minister for the Environment on 7 February 1991.

As a result of concerns expressed by residents, a detailed study of the traffic implications of the proposed access road from the Northern Cross Route to the Ballymun Road (in particular on parts of Ballymun and Glasnevin North in Dublin Corporation's administrative area) is being carried out by the Corporation in agreement with Dublin County Council. This will take the form of a statement of existing traffic flows in the area and predictions of traffic flows in the area in 20 years' time both "with" and "without" the proposed Ballymun Interchange. Where the study reveals areas having higher traffic flows under the "with" scenario, it will identify and describe the likely significant effects on humans, on air quality and on noise levels in those areas. The local authority, taking full account of the report and the results of a public consultative process, will implement traffic management or other appropriate measures required to prevent, reduce or offset any such significant effects.
