Question:

185 Mr. Ellis asked the Minister for the Environment if his Department will now examine the possibility of having local authorities provide access to all coastal beaches within the State.

The provision of access to coastal beaches is a matter for consideration by the local authority concerned. Under the Local Government (Planning and Development) Acts, planning authorities have power to create public rights of way over land, either by agreement or compulsorily.
