Written Answers. - Car Immobilising Device Regulations.

Question:

25 Mr. Quinn asked the Minister for the Environment if he is prepared to make the appropriate regulations to bring the provision of immobilising devices, such as wheel clamps, into operation; and if he will make a statement on the matter.

This question has been considered in depth by an interdepartmental group which reported in November 1988 that they considered that wheelclamping should not be introduced at that time. Resources were to be concentrated instead on the development of a comprehensive tow-away service which, unlike wheelclamping, could address all of the various parking offences, including in particular the more serious ones.

Since 1988, there has been a significant increase in the numbers of vehicles which have been towed away for illegal parking. The introduction of wheelclamping is still an option if it is deemed to be necessary to supplement other enforcement measures.
