Question:

85 Mr. Kenny asked the Minister for Finance if semi-State bodies are responsible to individual Ministers; and if he will make a statement on the matter.

Responsibility for State-sponsored bodies rests in the first instance with a specific Minister in each case. In most instances the legislation establishing State bodies confers specific powers and duties on the Minister under whose aegis they operate. I would add, however, that in line with the principle of collective responsibility, these bodies are ultimately answerable to the Government.
