Question:

161 Mr. Spring asked the Minister for Foreign Affairs if he will provide a listing of jobs which will be created by the ratification of the Maastricht Treaty; and if he will publish the expected salaries of these jobs.

The Treaty on European Union does not provide specifically for the creation of particular jobs or salaries for such jobs.

It is assumed that the Deputy is referring to the additional staffing requirements in the national civil service and in the Community institutions when the Treaty on European Union comes into force.

The extent to which the new Treaty will require additional staffing, if any, will depend on the level of EC legislation arising from the Treaty and also on the operation of the common foreign and security policy and of co-operation in the areas of justice and home affairs.

As regards the Community institutions, I am not aware of the additional requirements arising in the Commission and in the European Parliament. Additional staffing requirements in the Secretariat of the Council of Ministers and in the support services for the new Committee of the Regions are presently being discussed but no final decision has been taken on numbers.
