Question:

165 Mr. J. Higgins asked the Minister for Agriculture and Food the reason for the delay in the payment of a headage and suckler cow grant to a person (details supplied) in County Mayo.

This applicant has already been paid her grants under the 1991 Cattle and Equines Headage, Suckler Cow and Special Beef Premium Schemes. Pressure of work in the local office contributed to the delay in making these payments.

The person named will be paid his 1991 Special Beef Premium Scheme grant shortly.

167 Mr. Finucane asked the Minister for Agriculture and Food when a headage grant will be paid to a person (details supplied) in County Limerick who is in a disadvantaged area.

The application of the person named for grants under the 1991 Cattle and Equines Headage Scheme is being processed and payment will be made shortly.

He did not apply for grants on any other 1991 Cattle or Sheep Schemes.

168 Mr. Finucane asked the Minister for Agriculture and Food when a 1991 cow suckler premium will be paid to a person (details supplied) in County Limerick.

The person named will be paid his 1991 EC Suckler Cow Premium Scheme grant shortly.

He is being asked to produce documentary evidence of lands owned by him and when he does so his application for grants under the 1991 Beef Cow and Equines Headage Scheme will be processed further.

The person named has been paid his 1991 special beef premium scheme grant already.

170 Mr. Leyden asked the Minister for Agriculture and Food if he will arrange payment of a headage grant to a person (details supplied) in County Roscommon.

The person named has been paid his 1991 Cattle and Equines Headage and Special Beef Premium Schemes grants already.

He did not apply for grants under the 1991 Suckler Cow Premium Scheme or any of the Sheep Schemes.

171 Mr. Hogan asked the Minister for Agriculture and Food when a special beef premium will be paid to a person (details supplied) in County Kilkenny.

This person has been deemed ineligible for payments of grants under the 1991 Special Beef Premium Scheme because he listed three animals on his application on which premium had been paid already. The earlier payments were clearly marked on the BTE cards of the animals concerned. Furthermore the person is ineligible to participate in the Scheme for twelve months from 11 November 1991.

172 Mr. Deenihan asked the Minister for Agriculture and Food when a grant under the scheme of installation aid for young farmers will be paid to a person (details supplied) in County Kerry.

It is hoped to have examination of this application concluded shortly. If the applicant is found to be eligible payment will be made as soon as possible.

173 Mr. Lowry asked the Minister for Agriculture and Food if he will confirm the current position regarding payment of installation grant aid to a person (details supplied) in County Tipperary whose mother recently transferred the holding to him.

There is no record of a formal application from the person mentioned under the Scheme of Installation Aid for Young Farmers.

174 Mr. Yates asked the Minister for Agriculture and Food when approval will be issued for an agricultural installation premium to a person (details supplied) in County Wexford; and if he will expedite payment of the grant.

Because of the detailed examination required to comply with the relevant EC regulation, the processing of applications for the young farmer installation premium is inevitably a lengthy and complex procedure. It is hoped to have this application determined shortly.

175 Mr. Yates asked the Minister for Agriculture and Food when a suckler cow grant will be paid to a person (details supplied) in County Wexford; and if he will expedite payment in view of the fact that all of his neighbours have been paid in this regard.

Payment due to this applicant under the 1991 Sucker Cow Premium Scheme is being processed and will issue shortly.

176 Mr. Yates asked the Minister for Agriculture and Food the situation in relation to ewe subsidy eligibility for 1992 and future years arising out of recent Common Agricultural Policy decisions to freeze ewe subsidy levels to 1991 flock sizes; if farmers, who have special circumstances such as those who had to get out of milk due to disease outbreaks and who, since the base year, are building up flock levels, will be given any flexibility in their eligibility; and if he will make a statement on the matter.

As proposals for the detailed implementation of the recent decisions of the EC Council of Minister on the reform of the EC sheepmeat regime have yet to be placed before the Council, it would not be appropriate to speculate on what these proposals might contain.

Question:

177 Mr. Noonan (Limerick East) asked the Minister for Agriculture and Food if he will restore a milk quota to a person (details supplied) in County Limerick who lost his quota in the early 1980's; and if he will outline his policy on the payment of grants to this person.

Because he recommenced milk deliveries in April, 1984 during the currency of his undertakings under the Non-Marketing of Milk Scheme, the application in June, 1989 from the producer in question for a special or "Mulder" milk quota was ineligible under the relevant EC legislation. There is nothing which can now be done to alter that position.

The producer in question failed to meet his obligation to refund premiums, to which he was not entitled, amounting to £6,773 paid to him under the Non-Marketing of Milk Scheme. The question of withholding other payments due to him in order to off-set the payments to which he was not entitled is being considered.

178 Mr. J. Higgins asked the Minister for Agriculture and Food the reason a person (details supplied) in County Mayo has not received headage payments for the past two years.

The person named is not the registered owner of the herd number quoted. Further investigation is necessary in this case before a decision can be made as to whether or not headage grants can be paid to the person named.

179 Mr. J. Higgins asked the Minister for Agriculture and Food the reason for the delay in payment of a suckler cow grant to a person (details supplied) in County Mayo.

Payment due to this applicant under the 1991 Suckler Cow Premium Scheme is being processed and will issue shortly. He can only be paid at 80 per cent of the normal rate on 4 of the 5 animals on which he applied for premium, however, because he did not maintain one animal for six months from the date of application as required under the Terms and Conditions of the Scheme.
