Written Answers. - Transportation of Dangerous Substances.

192 Mr. Allen asked the Minister for Labour if he proposes to introduce legislation in order to prevent heavy vehicles transporting scheduled or dangerous substances through built-up residential areas when alternative national primary routes are available, and if he will make a statement on the matter.

194 Mr. Allen asked the Minister for Labour if he proposes to amend the regulations SIS1235/1980 in order to ensure that heavy vehicles carrying scheduled dangerous substances are prevented from travelling through residential areas when alternative routes on national primary roads are available; and if he will make a statement on the matter.

I propose to take Questions Nos. 192 and 194 together.

Regulation 9 of the Dangerous Substances (Conveyance of Scheduled Substances by Road) (Trade or Business) Regulations, 1980 (S.I. No. 235 of 1980) which concerns the transport of certain scheduled substances by road, obliges the consignor or carrier of a scheduled substance to, where practicable, select a route which avoids areas of high population density and areas where contamination by a scheduled substance may affect water supplies.

I have no proposals at present to amend S.I. No. 235 of 1980 nor to introduce legislation of the kind suggested concerning the transportation of dangerous substances.

193 Mr. Spring asked the Minister for Labour if he will provide a listing of administrative jobs which will be created by the ratification of the Maastricht Treaty; and if he will publish the expected salaries of these jobs.

Employment in the public sector generally is a matter for the Minister for Finance.

In so far as my own area of responsibility is concerned implementation of the Treaty on European Union, as agreed at Maastricht, would have implications for social policy and the European Social Fund.

At this stage it would be premature to attempt to list the detailed administrative implications of future developments in these areas.
