Question:

8 Mr. Spring asked the Taoiseach whether he has any plans to change structures or personnel established under the Temple Bar legislation, and if he will make a statement on the matter.

I intend to make two changes in the organisational and legislative arrangements for the development of the Temple Bar area.

Following on a motion from Dublin City Council I propose to appoint two councillors to the board of Temple Bar Renewal Ltd., the company chaired by the Lord Mayor that oversees the operation of tax incentives for the Temple Bar area. I propose to appoint the chairpersons of the day of the planning and development and cultural committees.

Following on advice from the Attorney General I am having a short technical amendment Bill prepared to clarify beyond doubt the provisions of the Temple Bar Area Renewal and Development Act, 1991 in so far as compensation for disturbance in cases of compulsory purchase are concerned.

I should add that I am very pleased with progress on the development of Temple Bar.

Is the Taoiseach satisfied that there is no danger of a conflict of interest arising from the fact that several members are on both the Temple Bar Development Company and the overall regulatory authority?

Yes, I am satisfied. I asked that question when I took responsibility in this area. The appointment of two councillors to the policy-making company is a step in the right direction in that regard. This Committee is chaired by the Lord Mayor.
