Question:

151 Mr. J. Bruton and Mr. J. Mitchell asked the Minister for the Environment when legislation will be introduced to allow Ireland to ratify the Helsinki Protocol on long range transboundary air pollution.

Existing legislation, principally the Air Pollution Act, 1987, together with regulations to be made shortly on the control of emissions of air pollutants from large combustion plant will enable Ireland to accede to the Helsinki Protocol.

152 Mr. J. Bruton and Mr. J. Mitchell asked the Minister for the Environment if an estimate has been made of the capital costs which must be incurred, and by whom they must be incurred, to allow Ireland to ratify the Helsinki Protocol on long range transboundary air pollution.

It is not envisaged that accession by Ireland of the Helsinki Protocol to the Convention on long range transboundary air pollution will require capital expenditure by any party.
