Question:

166 Mr. J. Bruton and Mr. J. Mitchell asked the Minister for the Environment if he will outline his views on the recommendations of the Graenitz report of the Parliamentary Assembly of the Council of Europe on environment policy in Europe.

The recommendations of the report referred to are broadly in line with the principles underpinning our Environment Action Programme and with the initiatives (such as the Declaration on the Environment adopted by the European Council in June 1990) sponsored by the Irish Presidency of the EC in that they stress the importance of sustainable development, the need for improved information on the environment, the use of environmentally sound production technology, the promotion of waste reduction and recycling, the rights of citizens to a clean environment, assistance to Eastern European counties, and so on. I do not consider that specific comments on the individual recommendations would be appropriate at this stage.
