Question:

179 Mr. Ellis asked the Minister for Agriculture and Food if he will now pay headage grants due to a person (details supplied) in County Cavan.

This applicant has already been paid her grants under the 1991 Cattle and Equines Headage and Special Beef Premium Schemes. She did not apply for grants under the 1991 Suckler Cow Premium Scheme.

180 Mr. Ellis asked the Minister for Agriculture and Food if he will now pay headage grants due to a person (details supplied) in County Sligo which have been cleared by the local office.

This applicant has already been paid her grant under the 1991 Special Beef Premium Scheme. Her application for grants under the 1991 Suckler Cow Premium Scheme is being processed at present and payment will be made shortly. Further investigation is necessary before a decision can be made as to whether or not 1991 Cattle Headage Scheme grants can be paid to her.

183 Mr. Bradford asked the Minister for Agriculture and Food if he will review the decision to disallow a person (details supplied) in County Cork eligibility for the 1992 beef premium scheme.

The person named has been deemed ineligible for payment of grants under the 1991 Special Beef Premium Scheme because he listed three animals on his application on which premium had been paid already. He will also be debarred from the scheme for a further 12 months.

The penalty being imposed in this case is that set out by the EC and I regret that my Department has no discretion to alter it.

184 Mr. Crowley asked the Minister for Agriculture and Food when a beef premium will issue to a person (details supplied) in County Cork.

The person named has been deemed ineligible for payment of grants under the 1991 Special Beef Premium Scheme as he did not present five of the 11 animals on which he applied for premium at inspection.

188 Mr. Creed asked the Minister for Agriculture and Food the reason a person (details supplied) in County Cork has not been paid cattle headage/suckler cow grants.

The person named is not eligible for grants under the 1991 Cattle Headage Scheme as his lands are not situated in a disadvantaged area. He has ben paid his 1991 Suckler Cow Premium and Special Beef Premium Schemes grants already.

189 Mr. Creed asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will be paid a beef premium.

The person named has been deemed ineligible for payment of grants under the 1991 Special Beef Premium Scheme as two of the animals on which he applied for premium were found to be ineligible females.

190 Mr. J. Higgins asked the Minister for Agriculture and Food the reason for the delay in the payment of a beef grant to a person (details supplied) in County Galway.

This applicant has already been paid his grant under the 1991 Special Beef Premium Scheme. The delay in making this payment was due to pressure of work in the local office of my Department.

191 Mr. J. Higgins asked the Minister for Agriculture and Food the reason for the delay in the payment of a grant for farm improvement to a person (details supplied) in County Mayo.

The grant was paid on 1st May 1992 but delivery may have been delayed due to the recent postal difficulties.

192 Mr. J. Higgins asked the Minister for Agriculture and Food the reason for the delay in the payment of cattle and sheep headage for 1991 to a person (details supplied) in County Mayo.

The person named did not apply for any cattle grants in 1991. Applications were received under the 1988 and 1991 Ewe Premium and Sheep Headage Schemes but payment has been withheld pending receipt of details of his off-farm income for the years 1979 to 1986 when he received grants under the Cattle Headage Schemes for those years that he may not have been entitled to because of the off-farm income limits that applied to those schemes.

There are no other grants being withheld at present.

The reactor grant due to the person named will be paid within the next few weeks.

Payment of the grant will be arranged when the farm visit fee recently requested from the applicant is received.

195 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food if full payment of a beef premium will be made to a person (details supplied) in County Clare.

The person named has been deemed ineligible for grants under the 1991 Special Beef Premium Scheme as he did not notify the Department that two of the 14 animals on which he applied for premium died in July 1991 within the two months retention period.

196 Mrs. Taylor-Quinn asked the Minister for Agriculture and Food if full headage payment will be made to a person (details supplied) in County Clare.

The person named had an unlicensed bull at an on farm inspection for the 1991 Cattle and Equines Headage scheme and has failed to produce a Pedigree Certificate or Permit for same.

His grant under this scheme is now being processed and will be paid shortly with a 25 per cent penalty reduction.

His application for grants under the 1991 EC Suckler Cow Premium Scheme is also being processed and will be paid shortly.

He applied for grants under the 1991 Special Beef Premium on four animals but did not have the animal's ears punched at the time of inspection on 16 October 1991 and he was deemed ineligible for the Scheme because of this.
