228 Mr. R. Bruton asked the Minister for Health the reason the report of the Inspector of Mental Hospitals was not laid in the Dáil Library before its issue to the press, even though it was suggested in the Minister's speech that it would be.

229 Mr. R. Bruton asked the Minister for Health whether advance details of any of the contents of the Green Paper on Psychiatric Services or the report of the Inspector of Mental Hospitals were released to some members of the press ahead of others; and if he will make a statement on the matter.

I propose to take Questions Nos. 228 and 229 together.

I assure the Deputy that a copy of the report of the Inspector of Mental Hospitals for the years 1988 and 1989 was delivered to both Houses of the Oireachtas and a copy forwarded to the President of the High Court on 2 June 1992.

I understand that where copies of the documentation were circulated to the press an embargo until 3 p.m. on 3 June was imposed.
