282 Mr. Farrelly asked the Minister for Agriculture and Food if he will outline the exact way in which the beef quotas will be allocated; whether they will be allocated to farmers or connected to their lands; and if he will make a statement on the matter.

Pending finalisation of the legal texts by the Council of Ministers next week it is not possible to indicate definitively how the ceilings on entitlement to the special beef premiums and suckler cow premiums will be administered. In so far as the beef premium is concerned, the draft Regulation gives member states a choice of establishing either individual or regional ceilings based on a reference year. As regards the suckler cow premium, it provides for individual ceilings only. It also provides for the possibility of transferring premium rights acquired in respect of individual ceilings to other producers, under certain conditions, either together with the holding, or without retaining the link between premium rights and land farmed. However, decisions on the administration of the premium schemes must await the outcome of next weeks Council of Ministers meeting.
