292 Mr. Allen asked the Minister for Agriculture and Food if he will outline the steps he is taking to monitor more closely the implementation of the green cert farm training scheme.

294 Mr. Allen asked the Minister for Agriculture and Food if he will make a statement on recent allegations by a member of Limerick IFA County Executive that young farmers participating in the green cert farm training scheme were being used as slave labour by large farmers.

I propose to take Questions Nos. 292 and 294 together.

Under section 4 of the Agriculture (Research, Training and Advice) Act, 1988 Teagasc are responsible for the provision of training and education in agriculture. The day to day administration of services, such as the Certificate in Farming training programme, is therefore a matter for that body. However, I am satisfied that the procedures laid down with respect to placement under the green certificate training programme are operated and supervised satisfactorily by Teagasc.
