Written Answers. - Parents' School Contributions.

Question:

80 Mr. Byrne asked the Minister for Education if he will take steps to remind all schools in the free education system at primary and post-primary level that they are not allowed to exert any pressure on parents of pupils to make voluntary payments or contributions, especially in view of the pressure that parents are put under; and if he will make a statement on the matter.

Schools are reminded annually of the requirements of the free education scheme in that the payment of per capita grants obliges school authorities to certify in writing that no charge is made on pupils, parents or guardians in respect of—

1. Instruction in any subject listed in the general school programme;

2. Recreational or study facilities of which all the pupils are expected to avail themselves as part of the school programme;

3. Any other activity in which all pupils are required to take part.
In investigations by my Department of alleged breaches of this undertaking, school authorities are required to stress to parents, the voluntary nature of the contribution sought or offered.
At primary level, I am confident that school authorities are well aware of the constitutional position in regard to free primary education. I would be happy to have my Department investigate any complaints relating to pressure on parents to make financial contributions in respect of their children's education.
