Question:

5 Mr. Yates asked the Minister for the Marine if the Government will establish a revolving fund to make available finance to port authorities who require finance to modernise their dock labour practices as is currently the situation in Dublin Port.

The Government have no proposals to establish a revolving fund to make available finance to port authorities for the modernisation of dock labour practices.

The management of commercial seaports including industrial relations matters and rationalisation of dock labour practices is a matter for individual harbour boards and authorities. The primary function of any port authority in managing a commercial seaport including the Dublin Port and Docks Board is to ensure the fast, efficient, economic and reliable movement of goods inwards and outwards.

To avoid unnecessary burdens on the Exchequer and taxpayers, port authorities are expected to fund modernisation of dock labour practices out of their own resources and I do not envisage any change in that position.
