183 Mr. Callely asked the Minister for the Environment if he will outline the progress which has been made to implement the requirements of compulsory insurance cover for motorbike pillion passengers as per EC Council Directive 90/232/EEC; and if he will make a statement on the matter.

Minister for the Environment (Mr. Smith):

As indicated in the reply to Question No. 113 of 5 March last, insurance of pillion passengers will, in accordance with Directive 90/232/EEC, become compulsory from 31 December, 1998. Regulations will be made in due course to give effect to this requirement.
