Question:

158 Mr. Cotter asked the Minister for Agriculture and Food if his Department will pay a suckler grant, an equine grant and a ewe premium to a person (details supplied) in County Cavan considering his serious illness and the fact that the form was filled out by his wife; if he will make a decision on the basis of compassion; and if he will make a statement on the matter.

This person has been deemed ineligible for payment of grants under the 1991 suckler cow premium scheme because he made a false declaration on his application. Two animals which were stated to have calved in June 1991 were found to be in-calf heifers at inspection on 1 October 1991. I regret that I do not have discretion to change that decision in this case.

He was paid the maximum allowed per forage acre under the beef cow scheme in the disadvantaged areas for 1991 and accordingly is not due any grants under the equines headage or sheep headage schemes. Through an oversight he was paid £47.50 under the 1991 sheep headage scheme. It is proposed to recover this overpayment from grants due to him in the future. The 1992 ewe premium application has been cleared for payment and the first advance under that scheme will be paid shortly.

Question:

159 Mr. Sheehan asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of a suckler cow grant under the small milk producers scheme for 1990 and 1991.

The applications of the person named for grants under the 1990 and 1991 EC suckler cow scheme for small scale milk producers are being processed at present and payments will issue shortly.
