Written Answers. - Industrial Policy Review Group Recommendations.

Question:

313 Mr. Quinn asked the Minister for the Environment if, in respect of the recommendations of the Culliton Committee he will outline, for each recommendation concerning his Department, the action, if any, which he has already taken or proposes to take, the changes involved and the cost of such action; and if he will make a statement on the matter.

The recommendations of the report of the Industrial Policy Review Group cover a broad spectrum of policies directly or indirectly related to industrial policy and many of them, therefore, relate to a number of Government Departments. In so far as specific individual recommendations fall mainly within the purview of my Department, the position is as follows—

Recommendation

Recourse to the courts in planning cases should be by way of judicial review.

The Local Government (Planning and Development) Act, 1992, enacted in July 1992, provides for this.

Recommendation

Provision should be made for adequate co-ordination and integration between the licensing procedures under the proposed Environmental Protection Agency (EPA) and the planning process to avoid confusion and the timing of decisions under any separate procedures should be dovetailed.

Amendments were made to the Environmental Protection Agency Act, 1992, during its passage through the Oireachtas so as to make the Agency the sole authority for considering the environmental pollution aspects of those classes of activity for which a licence is required from the agency.

Recommendation

The Government should make a definite decision on providing for the safe disposal of hazardous industrial waste.
Securing the provision of a central hazardous waste incinerator by Irish industry has been a standing policy objective. Following the decision of Du Pont (UK) not to proceed with their proposal for such an incinerator in Derry, hazardous waste disposal requirements are being actively reviewed in the light of factors such as emerging higher technical standards, changed market conditions and possible new incineration requirements.
Recommendation
Maintain the increased investment momentum on road improvements, concentrating on the roads that give the highest economic return per pound spent.
This recommendation and the associated comment broadly supports existing road development strategy as set out in the Operational Programme on Peripherality, 1989-'93. It will be taken fully into account in framing the programme of road improvements for the period after 1993.
