65 Mr. Barry asked the Minister for Industry and Commerce if he will introduce legislation to control pyramid selling, multi-level marketing and distance selling.

Pyramid selling, sometimes described as multi-level marketing, is already governed by the provisions of the Pyramid Selling Act, 1980. Accordingly, the question of introducing legislation to control this type of selling does not arise.

The EC Commission presented to myself and other Consumer Ministers, at the Council meeting of 29 June last, a proposal for a Directive to protect consumers in respect of ‘distance selling'. This proposal would require all member states to provide for legal controls on mail-order sales and newer selling techniques such as selling by telephone and television. I welcome this proposal as a basis for regulation of this area of selling where controls are required and I am actively supporting the introduction of these measures in discussions with our EC partners.
