I am not aware of any reference to a Charter on Consumer Protection in the Treaty on European Union. The Treaty does provide for a high level of consumer protection through measures adopted for the completion of the Internal Market by the development of specific Directives which support and supplement action by member states to protect the health, safety and economic interests of consumers and the provision of adequate information for consumers.
As part of a Resolution adopted unanimously at the meeting of the EC Council of Consumer Ministers, on 29 June 1992, the Commission intend to examine the feasibility of a "European Year of the Consumer".
