In March 1992 £7.628 million was allocated to Ireland under the Horizon programme. All these funds were committed to 42 projects; 31 of the 42 projects were related to the disabled element and 11 related to the disadvantaged element of the programme. Activity commenced in March-April 1992 and a first advance of half of the ESF allocation over the two years of the programme, amounting to £3.3245 million, was received and paid in May 1992.
In July 1992 the European Commission made an indicative commitment of a further £6.773 million to the Irish Horizon initiative following representations which I made to Commissioner Papandreou. The European Commission also extended the duration of the programme so that activity is now eligible for funding up to the end of 1994.
The assessment of applications for assistance from the supplementary allocation is currently underway. The European Commission will make a decision regarding the new projects at the end of November following which a first advance of 50 per cent of the supplementary allocation of £6.773 will be paid.
