Written Answers. - Compensatory Cereal Payments.

Question:

181 Mr. Yates asked the Minister for Agriculture and Food if he will clarify the circumstances under which compensatory cereal payments will be withheld from farmers and the circumstances of conacre; and if compensatory payments could be withheld from the cereal grower making out such land.

It is not possible to clarify at this stage the circumstances in which compensation for cereals under the new EC arable support system would be withheld from farmers because rules relating to penalties under the scheme have not yet been drawn up by the EC Commission.

However, it can be taken as a general principle, that payments will not be withheld in cases where farmers comply with the requirements of the new system. These are set out in my Department's information booklet on EC arable area payments for tillage crops.
