Question:25 Dr. G. FitzGerald asked the Minister for Energy his proposals to put in place a revised code of standards governing the members of State boards under his control; and if he will make a statement on the matter.

Following Government consideration of this matter, guidelines were prepared by the Minister for Finance on the governance of State bodies. I have brought these guidelines to the attention of the chairman and members of each of the State bodies under the aegis of my Department and have requested that they be given immediate implementation.
I have no reason to doubt that the board of each State body is adhering to these guidelines, particularly in the area of ensuring that no conflict of interest arises. However, I am keeping a careful watch on the efficacy of these guidelines and if, in the light of experience, I feel that more is necessary, I will bring forward proposals for improvements for consideration by Government.
