Question:

154 Mr. J. Higgins asked the Minister for the Environment if it is proposed to establish a national register of driving instructors; and if he will make a statement on the matter.

I do not propose to regulate, on a statutory basis, the business of providing driving instruction. However, the two national organisations representing driving instructors were invited in May 1991 to establish a voluntary registration scheme for driving instructors in association with the Irish Insurance Federation. My Department has offered guidance in this matter and there have been meetings with the bodies concerned for this purpose. I understand that the two bodies are at present attempting to draw up an agreed framework for a scheme, including a syllabus for an examination for admission.
