Written Answers. - Unqualified Substitute Teachers.

Question:

125 Mr. Gilmore asked the Minister for Education the number of unqualified persons employed as substitute teachers in national schools for each month of the 1991-92 school year; whether his attention has been drawn to the great difficulties faced by schools in finding qualified substitutes; and the way in which schools are assisted, in finding such qualified teachers.

Details of the actual number of unqualified persons employed as substitute teachers are not readily available in my Department. The following, however, are details, by month, of the number of days on which unqualified persons were employed as substitutes for the 1991/92 school year: September 1991, 248; October 1991, 1,320; November 1991, 4,679; December 1991, 2,526; January 1992, 3,457; February 1992, 3,931; March 1992, 4,469; April 1992, 3,780; May 1992, 4,059; June 1992, 8,761.

The overall number of days on which persons (both qualified and unqualified) were employed as substitutes for the 1991/92 school year was 190,360.

I am aware that, in some areas, where substitutes are required at short notice and for short periods, there is some difficulty in obtaining the services of qualified persons.
