Question:

99 Mr. Allen asked the Minister for Education if he has appointed his nominees to the governing body of University College Cork; and if he will make a statement on the long delays involved.

The Government nominees to the Governing Body of UCC have now been appointed. The composition of the governing body is set out in the college's Charter and the Government may at their absolute discretion nominate three members. However, there are shortcomings in the Charter in that, for example, there is no provision for student representation and it has fallen to the Government for the past 20 years to make up for this inadequacy by appointing the President of the Students' Union in the college as one of their nominees.

This is an unsatisfactory situation and I wanted an opportunity to give some thought as to whether improved arrangements were possible in the short term. However, I concluded the situation would be best dealt with in the context of new legislation following completion of the necessary consultation on the relevant proposals in the Green Paper, and decided to proceed with the nominations on the present basis on this occasion.
