118 Mr. Yates asked the Minister for Agriculture and Food if changes have been made in his role in acting as agent of the European Community in the implementation of the beef intervention schemes.

125 Mr. Yates asked the Minister for Agriculture and Food if he will give details of new draft contracts for the implementation of EC intervention schemes for the beef sector.

126 Mr. Yates asked the Minister for Agriculture and Food if he will give details of the new registration system for the implementation of EC intervention schemes for the beef sector.

I propose to take Questions Nos. 118, 125 and 126 together.

No changes have been made in my role in acting as agent of the European Community in the implementation of the beef intervention schemes.
A new draft contract on the implementation of the EC provisions governing the purchase of beef into intervention is currently under discussion with trade interests in the beef sector. One of the provisions forming part of the draft contract is a requirement whereby a Register of Intervention Contractors would be maintained by me. The Register would contain the names and addresses of the Directors and responsible managers of the Contractor. Any changes proposed by the Contractors in the Register entries would be required to be notified to me without delay.
A further purpose of the contract would be to ensure that Contractors comply in all respects with Community legislation and formally acknowledge their responsibility in this regard. Requirements with regard to weighing facilities detention areas for meat examination and the keeping of records would be specified, as also would penalties for non-compliance.
