Question:

137 Mr. Yates asked the Minister for Agriculture and Food the way in which he will allow for the different levels of yield between winter and spring grain crops in his proposal to implement an individual base area system under the Common Agricultural Policy cereals reform.

There is no provision in Community legislation which would allow for a differentiation of compensation rates based on winter and spring grain crops.

For the first year of the new regime all producers will be paid at a single rate of compensation based on a single average national yield. However, I am examining the possibility of using a system of differentiated compensation rates to take account of yield variations for subsequent years.
