Question:

151 Mr. Durkan asked the Minister for Social Welfare the number and names of persons other than those in the permanent Civil Service, who have been appointed to positions in his Department or other agencies within the ambit of his Department, including Offices of Ministers of State, since the formation of the Government; if he will give details in each case of their job description and conditions of employment, terms of employment, their rank and salary or allowances; and if he will make a statement on the matter.

The information requested by the Deputy in respect of persons from outside the permanent Civil Service who have been appointed to my Department since the formation of the Government is as follows:

A new Dáil Secretary, Ester Cockram has been appointed by the Minister of State. My Dáil Secretary, Linda Lynch, was appointed some years ago.
The duration of the appointments are, respectively, for my term of office as Minister and the term of office of the Minister of State at the Department of Social Welfare, Joan Burton T.D. The function of personal staff is to assist me and the Minister of State in discharging our responsibilities as public representatives and holders of Government Office in a Department of State with responsibility for delivery of social welfare services to the public.
Since the Government took office, there have been no appointments from outside the Civil Service at Board or staff level in the Agencies within my Department's ambit.
