Question:

162 Proinsias De Rossa asked the Minister for Social Welfare if all Ministers of State at his Department have been given clear indications of their areas of responsibility; and if he will make a statement on the matter.

Question:

164 Mr. J. Bruton asked the Minister for Social Welfare if Delegation of Function Orders have been made or will be made in respect of the Ministers of State at his Department; and if he will make a statement on the matter.

It is proposed to take Questions Nos. 162 and 164 together.

A Delegation of Ministerial Functions Order, 1993, has been made by the Government in respect of the Minister of State at the Department of Social Welfare, Joan Burton, TD. The Order delegates to her the powers and duties of the Minister under the Combat Poverty Agency Act, 1986. In addition, the responsibilities and duties of the Minister of State will cover the ongoing and future EC Poverty Programmes, the development of policies particularly directed at persons or groups at risk from poverty and the development of proposals for the integration of tax and social welfare systems.
