Written Answers. - Homelessness Survey.

Question:

209 Mr. L. Fitzgerald asked the Minister for the Environment if in view of the recent double tragedy involving two homeless people found dead on a Dublin street, he will expedite the survey on the question of the homeless in order to bring forward proper structures for dealing with this social issue.

The Programme for a Partnership Government outlines measures taken or proposed to tackle effectively the problem of homelessness.

I also draw attention to pages 15 and 16 of "A Plan for Social Housing" which deals with the specific issue of homelessness. Since the Plan was published revised guidelines have issued to housing authorities in regard to the accommodation for any homeless persons and the authorities have been asked to utilise fully their powers to secure accommodation for any homeless persons in their area and to give effect to the measures identified in the Plan.

Arrangements have been made for the making by housing authorities of an assessment of housing needs as at 31 March, 1993, under section 9 of the Housing Act, 1988. This will include an assessment of the number of homeless persons in each authority's area.
