223 Mr. J. O'Keeffe asked the Minister for the Environment when compulsory road testing of cars will be introduced.

Question:

256 Mr. Deenihan asked the Minister for the Environment when he intends to introduce compulsory car testing as promised in the Programme for a Partnership Government 1993-1997.

I propose to take Questions Nos. 223 and 256 together.

EC Council Directive 91/328/EEC of 21 June 1991 requires those member states, including Ireland, which do not have a system of regular roadworthiness testing for cars already in operation to have such a system fully operational by 1 January 1998. In line with the Programme for a Partnership Government, I am preparing proposals for the implementation of the Directive in Ireland, including the phasing in of car testing. Pending consideration of these proposals by the Government, I cannot indicate when testing will be introduced.
