Question:

448 Mr. Durkan asked the Minister for Health the number and names of persons other than those in the permanent Civil Service, who have been appointed to positions in his Department or other agencies within the ambit of his Department, including Offices of Ministers of State, since the formation of the Government; if he will give details in each case of their job description and conditions of employment, terms of employment, their rank and salary or allowances; and if he will make a statement on the matter.

I have appointed four non-civil servants to positions in my Department since the formation of the Government. The relevant details requested by the Deputy are as follows:

One partnership programme manager who will receive existing salary plus an attraction allowance of 10 per cent of the existing salary, subject to an overriding maximum remuneration of principal officer higher scale; one special adviser who will receive existing salary plus a maximum attraction allowance of 10 per cent of existing salary subject to an overriding maximum of principal officer higher scale; one personal assistant who will receive existing salary plus a maximum of 10 per cent, subject to an overriding maximum level of HEO scale; and one personal secretary who will receive existing salary plus a standard allowance of £15.38 per week.

These appointments are temporary, unestablished positions in the Civil Service and they carry no entitlement to established status. The appointments will terminate not later than the date on which I cease to hold office.

There have been no appointments made to the Minister of State's office in my Department or to any other agency within the ambit of my Department. I am sure that the Deputy is aware that in relation to the four appointments listed above it is not customary to name individuals in replies to parliamentary questions.
