Bernard J. Durkan

Question:

79 Mr. Durkan asked the Taoiseach the number and names of persons other than those in the permanent Civil Service who have been appointed to positions in his Department or other agencies within the ambit of his Department, including offices of Ministers of State, since the formation of the Government; if he will give details in each case of their job description and conditions of employment, terms of employment, their rank and salary or allowances; and if he will make a statement on the matter.

The information requested by the Deputy is contained in a schedule which will be circulated in the Official Report setting out details of staff reappointed.

There has been one new appointment to the Department of the Taoiseach since the formation of the present Government. Mr. John Foley has been appointed as Deputy Government Press Secretary with a view to his becoming head of the Government Information Service later this year. This post is whole time, temporary and unestablished. Its function is principally to ensure, in liaison with the Government Press Secretary, that the media are kept informed of Government decisions and policies, and to secure from Ministers and Departments information sought by the media in respect of their activities.

The remuneration for this post is £41,800 p.a.

Dr. Martin Mansergh, Special Adviser

(a) The appointee is required to perform any duties as considered by the Taoiseach to be appropriate to his position. He advises on economic and social matters, as well as on Northern Ireland.

(b) The position is wholetime, temporary and unestablished.

(c) The current salary is £44,882 p.a.

Dr. Con Power, Special Economic Development Officer

(a) The appointee advises on projects to advance national or local economic development.

(b) The position is temporary and unestablished. The appointee is on secondment to the Taoiseach's Department from the CII.
(c) The rate of remuneration is £65,033.64 which includes the cost of the lease of a car. Further variable costs in respect of running costs are also refunded to the CII on a monthly basis.
Dr. David Cabot, Adviser on the Environment
(a) The appointee is required to perform any duties as may be assigned that are considered appropriate to the position. The appointee is specifically required to advise on environmental matters.
(b) Dr. Cabot's appointment expires on 28 February, 1993. The appointee is required to attend whenever necessary subject to an overall maximum of 13 days per month.
(c) The appointee is employed on a daily fee basis at a rate of £134 per day.
Mr. Sean Duignan, Government Press Secretary
(a) The appointee is required to carry out any duties considered to be appropriate to his position. This principally involves keeping the media informed of Government decisions and policies and of obtaining information from Ministers and Departments in respect of their area of responsibility.
(b) The position is temporary and unestablished. The appointee is on secondment from RTE.
(c) The rate of remuneration is £43,507 p.a.
Mr. Michael Doherty, Adviser, Constituency Office.
(a) The appointee is required to perform any duties as considered by the Taoiseach to be appropriate to his position.
(b) The position is temporary, unestablished and wholetime.
(c) The rate of remuneration is £21,000 p.a.
Mr. John Lahart, Personal Secretary, Minister of State's Office.
(a) The appointee performs any duties in the office of the Minister of State as are considered appropriate to the position.
(b) The appointment is wholetime, temporary and unestablished.
(c) The current salary is £17,730 p.a.
Ms. Tracy Bradshaw, Personal Assistant to Minister of State.
(a) The appointee is required to perform any duties in the Office of Deputy Tom Kitt, Minister of State as are considered appropriate to the position.
(b) The position is wholetime, temporary and unestablished.
(c) The rate of remuneration is £14,903 p.a.
Ms. Caitriona Ní Chadhain, Personal Secretary to Taoiseach.
(a) The appointee is required to perform any duties in the Constituency Office which may be assigned as appropriate to the position.
(b) The appointment is to a temporary, unestablished position.
(c) The rate of remuneration is £284.73 p.w. with an allowance of £55.00 p.w.
Ms. Pauline McCormack, Personal Assistant, Constituency Office.
(a) The appointee is required to perform any duties as considered by the Taoiseach to be appropriate to the position. The position involves mainly constituency work.
(b) The position is temporary, unestablished and wholetime.
(c) The rate of remuneration is £16,303 with an allowance of £473 p.a. which is paid to bring the total remuneration to £16,776.
Ms. Fiona Monaghan, Personal Secretary, Taoiseach's Constituency Office.
(a) The appointee is required to perform any duties in the Constituency Office as are considered appropriate to the position.
(b) The position is temporary, unestablished and wholetime.
(c) The rate of pay is £312.45 p.w. with an additional allowance of £15.38 p.w. to bring the total remuneration to £327.83 p.w.
Ms. Mary Crisham, Personal Secretary, Government Chief Whip's Office.
(a) The appointee is required to perform any duties in the Constituency Office of the Government Chief Whip as are considered appropriate to the position.
(b) The position is temporary and unestablished.
(c) The rate of remuneration £245.08 p.w. with an additional weekly allowance of £15.38.
Ms. Evelyn Eager, Personal Secretary.
(a) The appointee performs secretarial duties for the Special Adviser to the Taoiseach.
(b) The position is temporary involving a 2 day week.
(c) The rate of remuneration is £124.98 p.w. plus allowance of £10.94.
Mr. Robert Kelly and Mr. Joseph Callanan, Civilian Drivers for Minister of State, Deputy Tom Kitt.
(a) The appointees are required to perform any duties as are considered appropriate to the position. The duties are shared evenly between the two appointees.
(b) The position is temporary and unestablished.
(c) The rate of remuneration is £240.60 p.w. per driver.
