Question:

99 Mr. J. Bruton asked the Minister for Finance if advisers being brought into the Civil Service by Government Ministers will be required to leave their posts when the Government leaves office.

100 Mr. J. Bruton asked the Minister for Finance if he will confirm that civil servants being brought into ministerial offices by incoming Ministers will not be promoted outside of normal promotion procedures when the Government leaves office.

I intend to take Questions Nos. 99 and 100 together.

All advisers appointed by Ministers and Ministers of State are to be employed under contracts which provide that their term of office is limited to the period during which the office holder by whom they are appointed or selected retains his post in the Department to which the adviser is assigned.

It has also been agreed by Government that civil servants assigned to the offices of Ministers or Ministers of State will not be promoted other than in accordance with normal civil service procedures.
